You definitely need a library card – you'll love it! I got one for the Chicago Public Library and didn't even have to leave my couch, I just entered my address (not sure if ATL library is different).
Pro tip: if you're close to the end of your "rental" period and may not finish the book in time, turn your Kindle on airplane mode and the library can't snatch it back!
